Can ALPOL AZ 115 and AZ 116 mortars for bonding walls of cellular concrete blocks be used also for bonding silicate?

Yes, ALPOL AZ 115 (grey) and ALPOL AZ 116 (white) mortars can also be used for bonding walls of silicate material. Cellular concrete is much more absorptive than lime and sand bricks, and using this mortar for bonding less absorbing blocks is allowed.
